Avaya Red (6.3) Enhanced Call Forwarding dilemma

We are attempting to build an autodial (Speeddial in Siemens lingo) button on a 9608 that has two extensions. To do this manually you:
Dial 114 - you hear a tone blip.
Dial the extension you want to forward.  You hear a tone blip.
Dial the extension you are forwarding to.  You get a double-beep and you can hang up.

We have tried:
114#56789#98765
114*56789*98765
114*#56789*#98765

No other special characters are allowed, so you cannot us 'p' or 'd' or a comma for pauses.

All we get when we press the button on the phone is a double-blink on the associated LED and no dial-tone changes.

Ideas?

I should add we also tried taking 56789 off-hook and using a speed-dial of *2#98765 and that didn't work either.
