Enabling Bluetooth on Nortel/Avaya 1140E

I'm trying to enable Bluetooth on my 1140E. I've tried accessing the pre-boot menu using the 4 soft keys below the display and the boot code mentioned in another article here (2, 6, 5, 6, 7, *, 7, 3, 8, Down). Neither method gets me into a configuration menu.

Once the phone is loaded, double tapping services and then going to network configuration displays all of the settings, and I can see the setting "Bluetooth Enabled: No", but can't edit it. Does anyone know how I can enable bluetooth so that I can use my headset?
