clipping communication IP office voip

I have a strange issue at a customer site. multiple user are complaining about clipping and poor audio with live communication.Even when i listen to a message left in a mailbox,it could be choppy a day,and if i listen to it the next day, its clear.If i take the bad message and copy it to another user,message is clear.So what i did is i took the 2 users that were complaining the most .They were on stack 1,i put them on stack 2 and got the same issue.Even in wireshark whan the lady tells me that a call is bad,when we listen to it....its clear!!!My switch 4550 is an old nortel made in 2008 but with release 5.7.0.008.What next should i check ?

system ip office = 8.066
embedded voice mail 6 license
Line type =PRI
phone type = 9611(phone has the latest firmware) AGC control set to off
ground is good
switch type = avaya 4550T &4526T PWR version =V5.7.0.008
Run ip office verbose script was run
My ip office is connected to port 1 of my 4550T(stack1)
cat5e cable were tested
Every card in the ip office was changed even the control unit.Only the SD card was not changed

we have two separate network,no pc is connected to our phone,separate cat5e cabling for the phone.
No error on switch port

Just a thought. Have you tried to replace the IP Phone and see if the problem still persists?

Check for a duplex mis-match.  Validate the port the phone is in is negotiating 100-full.

Is the port actually negotiating full-duplex?
Is the Voice GW and all uplinks set either locked @ full or negotiating full duplex?

What I meant was to locate another good IP Phone that doesn't exhibit such a problem. Then, you can either swap the two IP Phones and/or the two ports to see if the problem remains on the IP Phone.
