Avaya/Nortel 1140e and EAP-TLS Configuration

I am looking for any insight on setting up EAP-TLS using Certificates on an 1140e Phone.  We are running this through a Cisco OEAP-602 AP at the remote end, 1 port configured for EAP-TLS.  It creates a tunnel back to a Cisco 5508 Wireless LAN Controller.  We are getting our Certificates via SCEP from a Windows Server 2012 CA with Internal PKI.  Using a Cisco Identity Services Engine Radius Server. 

The AP has been verified to work fine putting certs on a PC and connecting back.  The certificates, root and device, appear to install fine on the phone using SCEP.  But when we plug into the TLS port we are getting EAP Authentication Fail.  I think what shows on the LOG of the Cisco side is 11514 Unexpectedly received empty TLS message; treating as a rejection by the client. 

I am at a loss what we can check.  And was wondering if anyone else had worked on this before and if you had any insight on how you set it up.
