STP between 8600 and Cisco

We have an 8600 in between two Cisco switches. The Cisco's are negotiating STP root bridge between the two of them, even though the priority number is set lowest (higher priority) on the Nortel. The Cisco's are running PVST+, and currently, the Nortel is using STG 1, with NT-STG enabled.

I've tested creation of a new STG on the 8600 with ntstg disabled, created a new VLAN in it, and passed it through the trunk to one of the Cisco's, but no dice; the Cisco still wants to be root.

If we want to keep things in STG 1, is there even a way to disable NT-STG on it? It looks like that setting is only available at STG creation; not on the fly.

The 8600 is running 4.1.4 (I know: they're old; they're on their way out, but we have to work with them for now)
