Is Telnet Enabled by Default on ERS and VSP-4850's?

Have a client that is testing some demo gear and for some reason Telnet would not work. 
sh sys software displayed "EnableTelnetServer : false" and the only way to get Telnet working was to run "boot config flags telnetd".  He's running a VSP-4850GTS-PWR v3.  I have several ERS-4850GTS units in house and have never had to enable Telnet.  Is this normal for the VSP to have Telnet disabled out of the box?

yes, this is normal.

the ERS4800s run the BOSS code. that is in part of the Stackable families. All remote access is enabled by default.
VSP4000s run the new VOSS code, that is the same as the legacy ERS8X00 and new VSP7k, 8k, and 9k.  They are more secure by default. All remote access is disabled. along with all the ports.

telnet-access enable

If you want to use usernames and have multiple you need to upgrade to the latest version of codes.

ERS-
cli password telnet local
username add "axy" password

VSP-
username "axy" level rwa
