ERS 8000 VLAN Filtering ACL Question

I have a plan but I am not sure how to implement.  I have a routing network with a few ERS 8006.  What I want to do is segregate some traffic.  I am going to create a few new VLANs on the network that I only want to talk to one another not the rest of the network traffic.  I would do this with vrf but the switches I have do not have the software that supports vrf-lite.  So I was thinking there has to be a way to configure certain VLANs to only send traffic to the VLANs I want them to and not the rest of the network.  Any ideas?? Is there a way to set up a filter or ACL that performs this action?  Any help would be great!
