ERS 5520 Dropping PoE Intermittently

I have the following stack

It took me a while to get this far- but what I have found is that Ports 1/25-48 and 2/25-48 are intermittently dropping power to ports, and then bringing it back almost instantaneously.
This issue is affecting Phones, Access Points and a Netgear PoE powered switch.

The temporary fix is to move all my PoE devices to ports 1/1-24,2/1-24 and they are rock solid in those ports.

I'm running 6.2.7.019 secure with 6.0.0.18 diagnostic.  PoE Module FW:        6370.4

PoE usage for these units is very low, usually between 35 and 45 watts each out of a max of 320.

I do have the switches set up to support 802.3af and Legacy both, but I will test this evening to see if I can switch to just 802.3af.

Have any of you seen this?
Also, I believe this is a software or configuration bug as Avaya has already advance replaced these switches and that did not solve the problem.  I do have a service request open with Avaya but I would like to see if others have experienced this issue.  I think the fact that only ports 25-48 on each of the 5520s indicates that there are at least two PoE planes in these units.

I changed the two 5520s to support 802.3af only, dropping legacy support and the issue is still present.
The documentation, downloads.avaya.com/css/P8/documents/100121894 does not state that a reset is required for the setting to take effect so I have not reset the stack.

Something I found interesting in the documentation is that there is a table on Page 62 that shows that a port's PoE status can be set to "Test" via SNMP, but I do not know what that would do.  Google doesn't seem to have any ideas either.  Hopefully Avaya TAC gets back to me on this one quickly.

For years I had issues with static charges from people picking up the phones.  It would cause the PoE on the switch to drop for a few seconds.  Maybe you have as bad grounding as I had?  Other thoughts would be to check to see if your overextending your PoE power on the switch or have a failing power supply?  Take a look at the priority of the PoE on all the ports.  Low priority ports will have their power cut off if high priority ports require additional power.  Does anything show up in your log when it happens?

I will look into the grounding idea.  All of our racks are bonded to ground, but I will double check.

I am definitely not overextending PoE as these units are only delivering an average of 40 Watts of power at this point.  While possible, I doubt the Power Supplies are to blame as the issue only occurs on ports 25-48 on either unit and they have already been replaced.  I'm leaning more toward a bug in the PoE firmware or switch image.

The priority is the same for every port on the switch, low.  Since I am not approaching any threshold I do not see a need to assign any different PoE class.

The only thing that shows up in the log is that the PoE state changed.

You can see an excerpt of my logs from this morning.  I moved an IP phone from 2/18 to 2/33 and immediately started having the problem.  I verified during the test that the PoE output on the switch was well below limits.
