8600 Routing Question

It has been a while since I took classes on the 8600's, so I am a bit unsure about this in my mind and haven't had any coffee today to help and not enough sleep.

If I have two routes to the same network, one is static and the other is say OSPF, that the static route always wins as it has a lower "cost" to the system.

Now say I have a static route and a learned OSPF route of and I wanted to go to the subnet which route gets taken?  The OSPF route is more specific, but the static route has the lower system "cost".  On my 8600 it says that a static route has a route preference cost of 5 where as a OSPFv3 Intranet route has a cost of 20.
