Interesting idea...
I found the way how to unpack image for rfs6000 and get the image for ap650, so I can try to downgrade only single ap650.

I've flashed 4.4.2 to single AP-650, booted to 4.4.2, then booted back to 5.4.0 (initial firmware of my AP650). It still in EU.
However I can write to any part of flash memory now. I've copied partitions "config" and "bootconfig" from good AP to the bad. It changed serial number and MAC address but still in EU.

@MWG, do you have any idea where this lock can be ? I can copy full flash from good AP to bad, but I'm not sure that it help...

I've got it after some investigations.
To remove EU restriction, you need to remove file /etc2/nvram/.eu_sku

I've fixed my problems however I didn't created the manual about it yet. You can see the short tip in my previous message: delete .ec_sku file and restriction will gone.
Easiest way to do it without Motorola support: downgrade firmware to 4.x, find necessary partition (I think it was mtd10), mount it and remove the file. However you should have serial console for that.

The other way: you can ask secret password for every access point from Motorola support and execute "service start-shell" command on every affected AP, then find this file and delete it. It's easiest way but you need a secret password.

Thx sergey for your advice. I already try email motorola support and ask the password but theirr respond is to rma the ap. The problem is the ap already production n i there's alot ap i need change the country. You mention about downgrade to 4.x, my ap is 6532 , can i do your method without serial cable ?, because the ap only have ge port.

Hi Sergey,

I opened the ap6532 case and see 4 pin JP1, in your example link it have 5 pin JP1, can you explain me what for pin number 1 to 4.

I can connect to ap with serial console and i can see some output but it strange/unreadable character what program and baud setting do you use ? I use putty 115200/8/1/none/none.

My example above shows the connection to DNS-300 not to AP6532. However you can use the same USB<->TTL converter for AP6532 also because I used it already.

Your connection settings are Ok - 115200 is default speed.
Check wire connection. It can be if you don't have a good ground connection.

Also you can play with other connection speeds: 9600, 19200, etc...

 I tried to install older RFS6000 and AP650 firmware in order to solve the problem with EU vs US AP650 country codes...

I installed 5.2.21 which I had available...

Next I did AP upgrade and restarted all AP650 access points to get the older firmware...

I got excited because I thought I had solved the problem...

But nothing changed !

Same problem !

Should I use firmware 5.2.1 instead ? Anyone tried it with success ?

Any links to download 5.2.1 if it works ?

   you don't need to downgrade, If you can see the AP in the RFS you can remove the startup-config from each AP. and upgrade each AP from the RFS

I had a similar issue where some of the AP's I had were US ( as in USA )
connect to the RFS
     configuration
         select the RF Domain ( left hand menu under devices all )
         go to RF Domain Overrides
            set the time zone
               set the country code
                     commit and save

If you ssh on to the RFS and login
 once logged in
 they en ( press enter )
   type conf t ( press enter )
  now type  show wireless regulatory device-type ap650  ( two letter country code ) so like this

show wireless regulatory device-type ap650  gb ( press enter ) and you will get an output like this

The line in your post that shows "mfg_country_code=WW" is the hardware WW = world wide I believe
