Le me answer your question up front... given your description the IP phones at the remote office will likely up and die.
There are a number of ways to provide the S1, S2, S3 values (some times so many ways it can be confusing). You can use DHCP (Nortel-i2004A, Nortel-i2004B) and you can use the Info Block (TFTP, HTTP) provisioning. You can also static the information within the IP phones themselves.
When we setup a small remote office we generally use an SRG. The SRG serves two purposes, 1) provide dial-tone in the event of a WAN failure or disconnect from the Main Office CS1000 and 2) provide PSTN access for E-911 locationing. If you are working on a large remote office then you can step up to a CS1000B (Branch).
